Foreign lenders like Citi Bank have to follow same priority sector lending norms as Indian banks: RBI

MUMBAI: Foreign lenders with large presence in India, like Citi Bank and StanChart, will have to follow the same priority sector lending norms as the Indian banks, RBI said today.


While issuing the revised guidelines on priority sector lending targets, the Reserve Bank said foreign banks with branch network of 20 and above will have to abide by the priority sector lending target, which has been retained at 40 per cent of their total advances.


"Foreign banks having 20 or more branches in the country will be brought on par with domestic banks for priority sector targets in a phased manner over a maximum period of 5 years starting April 1, 2013," it said.


For smaller lenders, the target remains at 32 per cent. RBI also said education and home loans up to the specified limits, and advances to individuals for up to Rs 50,000 to clear debts of money lenders, will be treated as priority lending.


Standard Chartered Bank, Citi Bank, HSBC and Royal Bank of Scotland have more than 20 branches in India.


These banks will be required to submit an action plan for achieving the targets over a specific time frame to be approved by the central bank, RBI said.


In the home loan segment, RBI said advances of up to Rs 25 lakh in cities with population of over 10 lakh, and Rs 15 lakh in other towns, will be treated as priority lending.


Earlier, all loans up to Rs 25 lakh for purchase and construction of dwelling units constituted priority lending.


The focus of the revised guidelines, based on recommendations of the M V Nair-led panel, is also on direct lending by banks and not through intermediaries like Non- Banking Financial Companies (NBFCs) and Housing Finance Companies (HFCs), the RBI said.


To meet credit needs of large sections of the population who had no access to institutional finance, RBI had created the framework of priority sector lending with mandated targets.

Missing’ IAS officer working with Microsoft

Last week, the Department of Personnel and Training (DoPT) took the unusual step of removing from service a Maharashtra cadre IAS officer, L V Nilesh, who has been on unauthorised leave for over a decade and is now working with software giant Microsoft in the United States.

In its order on July 9, the DoPT said the 1991-batch officer “is deemed to have resigned from the IAS with immediate effect”. However, Nilesh is yet to resign formally.

“Since there was no information from him for the last many years, he has been removed from service. He won’t be entitled to any benefits,” said Union Minister of State for Personnel V Narayansamy.

On July 1, 1999, Nilesh went on a two-year study leave, during which he reportedly did an MBA course from the University of Michigan. He never joined back.

Interestingly, while the Maharashtra government considered him to be on study leave from July 1, 1999 to June 30, 2001, Nilesh, now known as Nilesh Londhe, started working with California-based software firm Ariba in March 2000, according to his Facebook profile. The DoPT can initiate penal action for this.

Nilesh’s Facebook page also states that he resigned from the IAS in 1999, while the Maharashtra government records state that his last posting was with the finance department where he remained till June 29, 1999, after which he went on study leave.

For the last few years, Nilesh, who did his Masters in Computer Science and Engineering from the Indian Institute of Science, Bangalore before joining the civil services, has been living with his family in Sammamish, Washington. He works with Microsoft, has acquired some patents and become an expert on cloud computing, regularly blogging at http://blog.fungibleclouds.com/ and tweeting as @Cloud_Guru.

His profile on the website of the National Cloud Technologists Association (NCTA), USA, where he is a “teaching professional”, describes him as playing a “leading role at the Windows division of Microsoft”. It says that “among the notable products he helped develop are Windows 7, Microsoft Lync, and Windows Server OS”.

According to a Maharashtra government official, they found out about Nilesh after a senior officer went to the US last year on an official visit. After seeking legal opinion, the Maharashtra government wrote to the DoPT in March seeking his removal from service.

Nilesh did not respond to queries sent by The Indian Express.

”எங்கே பிடிச்சீங்க இந்த ஐடியாவை?”

” ‘சிவாஜி’க்காக ‘ஒரு கோடி சன்லைட்’ பாட்டு ஷூட் பண்ணிட்டு நானும் ஷங்கர் சாரும் ஃப்ளைட்டில் வந்துட்டு இருந்தோம். அப்போ நேஷனல் ஜியாக்ரஃபி பத்திரிகை யைச் சும்மா புரட்டிட்டு இருந்தேன். அதுல பத்து பக்கத்துக்குத் தாய்லாந்தில் ஒட்டிப் பிறந்த குழந்தைகளைப் பத்தின ஸ்டோரி இருந்தது. மனசுக்குள் மின்னல். இந்தியா வந்து இறங்கினதும் அப்படியான குழந்தைகளைத் தேடினால், ஆச்சர்யத் தகவல்களா கொட்டுது. அப்படியே அதை நூல் பிடிச்சுட்டே போனா, செம சினிமாவுக்கான கதை. ரொம்ப பாசிட்டிவ் எண்ணங்கள் உள்ளவனா ஒருத்தனும் வசதி தந்த திமிரால் தடம் மாறியவனா ஒருத்தனும் இருக்காங்க. நிஜத்திலும் அப்படிப் பல ட்வின்ஸ் இருக்காங்க. ஒரே உடம்புல ரெண்டு மனசு!”

”சூர்யாவையே மலைக்கவைக்கிற உழைப்பு தேவைப்படுமே… சமாளிச்சாரா?”

”பின்னிட்டார்! மூணு படங்கள்ல கொட்ட வேண்டிய வேலையை இதில் கொடுத்திருக்கார். ‘அயன்’ சமயமே இந்தக் கதையை அவர்கிட்ட சொன்னேன். கேட்டுக்கிட்டார். நான் ‘கோ’ முடிச்சதும் ‘என்ன ட்வின்ஸ் கதையை இப்போ கையில் எடுக்கலாமா’னு கேட்டார். நிறைய ஹோம் வொர்க் பண்ணிட்டுக் கிளம்பிட்டோம்.

ட்வின்ஸ் சூர்யாவுக்கு அகிலன், விமலன்னு பேர். இதுல விமலன் ரொம்ப நல்ல பையன். கவிதை எழுதுவான், எல்லாருக்கும் உதவி பண்ணுவான், வடைதான் பிடிக்கும், பொய் சொல்ல மாட்டான். அகிலன் அப்படியே ஆப்போசிட். பீட்டர் இங்கிலீஷ், பீட்ஸா பார்ட்டி, டேட்டிங் இளைஞன். விமலன் குட்பாய்னா, அகிலன் ப்ளேபாய். ரெண்டு பேருக்குமான வித்தியாசத்தை நல்லா உள்வாங்கிட்டு, பிரமாதமா பெர்ஃபார்ம் பண்ணார். ஒரே சமயத்துல ரெண்டு அவதாரம் எடுத்த மாதிரி நடிச்சிருக்கார். காமெடிக்குனு யாருமே இல்லை. அதுக்கும் சூர்யாதான் பொறுப்பு!”

” ‘மாற்றான்’, ‘துப்பாக்கி’… ரெண்டும்தான் களத்தில் நேருக்கு நேர் மோதுது. இதில் சூர்யா-விஜயைத் தாண்டி, கே.வி.ஆனந்த்-ஏ.ஆர்.முருகதாஸ் போட்டியும் இருக்கே?”

”விஜய் மாஸ் நடிகர். முருகதாஸ் கிளாஸ் இயக்குநர். ‘மாற்றான்’, ‘துப்பாக்கி’… ரெண்டுமே நல்ல விஷயம்தான். ஒரு ரசிகனா நான் ‘துப்பாக்கி’யை எதிர்பார்க்கிறேன். ஆனா, என் ‘மாற்றான்’ அவங்களுக்கு எந்தவிதத்திலும் குறையாமல் ரொம்பவே நல்லா இருக்கும்!”

”சட்டுனு பார்த்தா தமிழ் சினிமாவின் ‘கமர்ஷியல் கில்லி’ இயக்குநர்களில் உங்களுக்குப் பிரதான இடம்… என்ன மேஜிக் பண்ணீங்க?”

”அதுக்கெல்லாம் சின்ன வயசுல நான் படிச்சு வளர்ந்த புத்தகங்கள்தான் காரணம். கற்பனை யைத் தூண்டும் ‘இரும்புக் கை மாயாவி’, ‘துப்பறியும் சாம்பு’வோட ரசனையை உயர்த்திய தமிழ்வாணன், சுஜாதா இவங்களுக்கும் அதில் பங்கு இருக்கு. நான் வேலை பார்த்த ப்ரியதர்ஷன், ராஜ்குமார் சந்தோஷி, ஷங்கர், வஸந்த், கதிர் இவங்க எல்லோரும் ஸ்கிரிப்ட்டுக்கு முக்கியத்துவம் கொடுப்பாங்க. நான் இவங்க எல்லாருக்கும் முதல் அசிஸ்டென்டா நின்னேன். அவங்க பிரச்னையை என்கிட்ட பகிர்ந்துக்கிட் டாங்க. நான் விளம்பரத்தைப் பாடமா படிச்சிருக்கேன். இப்பெல்லாம் முதல் நாள் தியேட்டருக்கு வந்து பார்க்கிறவங்க வயசு 25-க்கு உள்ளேதான் இருக்கு. மத்தவங்க சீரியல், டி.வி.டி-னு செட்டில் ஆகிடுறாங்க. எந்தப் பொருளை யாருக்கு விக்கிறேங்கிறதுல தெளிவா இருக்கேன். அதேசமயம் இலக்கியம், இலக்கணம் எல்லாம் தாண்டி சினிமா பணம் பண்ணுற விஷயம். அதிலும் நான் தெளிவா இருக்கேன். என்னோட ஸ்பெஷாலிட்டியா நான் நினைக்கிறது… எதிலும் கொஞ்சம் லாஜிக் சேர்த்துடுறது!”

”ரஜினிக்குக் கதை சொன்னீங்கன்னு சொன்னாங்களே?”

”கதை சொல்றதுக்காக நான் ரஜினியைச் சந்திக்கவே இல்லை. ரஜினி தங்கமானவர். நான் பயப்படுறது அவரோட ரசிகர்களுக்காக. நான் ரஜினி சாரைச் சமாளிச்சுருவேன். ஷூட்டிங்ல தன் குடையைத் தானே பிடிச்சுக்குவார். ஆனா, அவர் ரசிகர்கள் எதிர்பார்ப்பைச் சமாளிக்க… எனக்கு இன்னும் பயிற்சி வேணும்!”
